 A private landowner has proposed a sand mining operation on Candlestick Beach—just feet from existing homes in the Candlestick Beach neighborhood. While the property recently changed hands through inheritance, the land itself has long functioned as a shared natural space used and cared for by the surrounding community for decades. 

The proposed operation would introduce industrial activity into a long-standing residential area, raising concerns regarding land-use compatibility, public safety, environmental impact, and floodplain disturbance.

 According to the permit application, the proposed mining area encompasses approximately 10 acres of Candlestick Beach and is located within a 100-year floodplain.

Mining activities within flood-prone areas present elevated risks, including:

• Increased riverbank erosion and destabilization
• Alteration of natural sediment transport
• Potential downstream impacts during high-flow or flood events
   

Disturbance of floodplain soils and vegetation may increase vulnerability to erosion and may affect flood behavior, water quality, and leave adjacent properties at risk.

Sand mining along riverbanks can result in permanent changes to habitat structure and ecological function. Multiple bald eagle nests are located in proximity to the proposed mining area. Eagles and other protected species are sensitive to habitat disruption, noise, and human activity, particularly during nesting seasons. Mining operations may result in displacement or reduced nesting success, raising potential concerns under state and federal wildlife protection frameworks.

Potential impacts associated with the proposed operation include:

• Removal of riparian vegetation essential for bank stabilization and habitat
